ROHS 2.0 ADDITION OF FOUR PHTHALATES

The European Commission has published the COMMISSION DELEGATED DIRECTIVE (EU) 2015/863 and RoHS 2.0 has been updated to include four new restricted substances:

(2-ethylhexyl) phthalate (DEHP)

Benzyl butyl phthalate ( BBP)

Di-butyl phthalate (DBP)

Diisobutyl phthalate (DIBP).

EU countries shall apply this new directive from the 22nd of July 2019. For medical devices, monitoring and control instruments the directive becomes effective from the 22nd of July 2021. In order to avoid double regulation ,the restriction through entry 51 of Annex XVII to REACH shall continue to be the only restriction applicable to DEHP, BBP and DBP in toys.

The new Substances

DIBP84-69-50.1%Predominantly used as a plasticiser in polymer products (mainly PVC),it can be used as a substitute of DBP.

CTI Suggestion

DEHP, DBP, BBP and DIBP now are in the list of restricted substances under RoHS 2. Companies should conduct a supply chain survey as soon as possible and focus on the latest update of RoHS 2.
